NOTE 1: Common Access Cards (CACs) do not fall under the Online ID card process at this time.  For CACs, customers must contact DEERS office for service or visit the RAPIDS appointment scheduler to setup an appointment:

NOTE 2: At this time, we are processing applications of Online ID cards by expiration date. If your card is expired/expiring within 14 days, your application will be processed within 7-10 days. If your ID card expires outside of that time frame, it will be placed in a queue to be worked within 14 days of expiration.

Step 1. DD Form 1172-2

  • A DD Form 1172-2 is required to be completed every time a dependent or retiree ID card is created.
  • In order for a dependent to pick-up an ID card without a sponsor accompanying them, the sponsor must complete & e-sign a DD Form 1172-2 online. The dependent must bring a copy of that e-signed 1172-2 with them to pick up their card. This form can be completed and e-signed using the steps below.
  • If a DD Form 1172-2 is not completed & e-signed online, then the sponsor must accompany the dependent to pick up the ID card and sign an 1172-2 that will be generated at the DEERS office.
  • To fill out the 1172-2, access the DMDC website by clicking HERE.
  • Sponsor must certify 1172-2 with electronic signature (there are separate options for CAC submission and non-CAC submission). 
  • Non-CAC holder or Retirees can create a DS Self Service log-on by clicking HERE. Or from above link, click on “Sign In” >"More DS Log-on Options", then "Need a DS log-in?" to create account.
  • Once logged into DMDC, under Family Members (right side), click "Replace ID Card" under appropriate Family Member. Sponsor must fill out and sign the DD Form 1172-2 for dependents, and retirees must sign for themselves. The system will inform you once the DD Form 1172-2 has been successfully submitted. DD FORM 1172s MUST BE electronically signed using either CAC or DS LOGON.

  • Once completed, save/print the document and proceed to Step 2

Step 2: Take and save a photo.

  • The photo must be a clear, forward headshot taken on a plain white background with nothing in the background, with the full face in view. You can use your phone! You should have a neutral facial expression or natural smile, with both eyes open. Photo must be taken in clothing normally worn on a daily basis (no hats or sunglasses).
  • NOTHING CAN BE IN THE BACKGROUND!! NO PHOTO FILTERS! The photo should not be older than six months.

  • Option 1: Applicants with access to MIL email, please send encrypted email to 78 FSS Customer Support Org Box,
  • Option 2: Applicants without access to MIL email, please send an email with your name, email address, and a good contact phone number to 78 FSS Customer Support Org Box,  We will create a SAFE site to upload your documents. ​

Make sure all documents are completed and saved to your computer prior to uploading. Save the following documents to a file on your computer:

  1. Completed DD FM 1172 from DMDC site, completed in Step 1.
  2. Two supporting forms of identification (primary must be an UNEXPIRED federal/state issued photo ID) Ex: Driver’s license, passport, state ID, birth certificate, social security card, voter’s registration) *NO SCHOOL IDs. Other examples found HERE.
  3. A clear focused photo, completed in Step 2. Must be from the shoulders up, with a white background, similar to current ID card.
  4. Completed “78 FSS ID Card Renewal Application” form for each ID card applicant. Please click HERE to complete application.
    • Ensure you include a valid personal phone number and email for us to contact you with any questions. 
    • Please fill out an application for each person needing an ID Card.
    • Save the Renewal Application. All information must be clearly typed. If scanning a copy, please write legibly in blue or black ink.*

Frequently Asked Questions

1. Does the sponsor need to be present to pick up the ID?  - No, the sponsor does not need to be present, as long as the DD Form 1172 was signed online in DEERS. If it was not signed online with CAC or DS Logon, the sponsor will need to be present. 

2. Will the dependent(s) need to be present to pick up the ID?  - Yes, dependents will need to be present to sign for their ID card.

3. How long will it take to create my ID card?  - Please allow 7-10 business days for your card to be processed before contacting the DEERS office. You will receive an email when it is ready for pick up or if there are any issues.

4. What should I bring when picking up my ID card(s)?  - You MUST bring both forms of identification you provided when completing the renewal application and the 1172-2 if you completed it online.


Picking up ID cards

ID cards can be picked up at the DEERS office located in building 767 once you're notified that they are ready (7-10 business days).  

Dependents must be present at pick up to sign for their card. You must bring the two forms of ID provided in the application and a copy of the DD Form 1172-2 if you completed & e-signed it online.

Members are responsible for cancelling online applications if individuals obtain a new ID card in person before the online application is processed. Not cancelling the online application will cause a second card to be created, invalidating the card picked up in person.

Please be informed that once we create your new dependent/retiree ID card, your existing ID card would be invalidated. Trying to use the existing ID card where scanning the bar code is required WILL NOT work (i.e. shopping at the commissary, scanning ID when trying to go through the gates, etc..). Therefore, we urge you to plan ahead when it comes time to pick up your new ID. We highly suggest that you have your sponsor or escort with base access to accompany you.
