DLA Distribution captures six honors

The Defense Logistics Agency Distribution Perform-ance Excellence Office here has been named the DLA Distribution Team of the Year.

The organization also recently received DLA's Global Distribution Excellence Award.

Frank Holobinko, DLA Distribution's Warner Robins director, congratulated the team, noting its implementation of "16-step business procedures and processes" of tools to guide the distribution center forward.

"Each team member touched every aspect of our distribution center and distribution operations, expanding beyond the distribution functions, to include teaming with DLA Aviation and Air Force partners, leading to many successful events during the year," he said.

Team members were Eric Carter, Quinetta Cope, Barbara Davis, Elaine DeLeon, Veronica Ellington, Forrest Patenaude, Gary Stillman, Travis Walker and Kay Williams.

Among its efforts, the office developed a new distribution center staffing model and worked with headquarters on network process standardization. Among other things, the office collaborated with a standardization team to establish individual standard performance/team efficiency reporting as part of its continuous process improvement, administered a local reusable container program, and provided training on preservation, packaging, packing and marking to hundreds of employees in various distribution disciplines.

Other initiatives included developing and administering a clean-up effort in central receiving, reducing the number of items on location from 1,237 to 170. The packaging team also reclaimed nine F-15 wing fixtures from disposition, saving more than $101 million.

The unit here was recognized with the first-ever Phyllis C. Campbell Award for Superior Performance.

The honor, named for the former DLA Distribution deputy commander and DLA Hall of Fame inductee, recognizes superior performance by a distribution center or site for Global Distribution Excellence.
It stood up a Quality Assurance Initiative team that helped the center with improvements to quality and reducing denials; conducted safety classes and training; and improved availability of the C-5 Galaxy by maintaining the stockage effectiveness for 2012 at 91 percent - six percentage points above the 85 percent standard.


Other achievements include:
  • Hubert Gamble, material manager, received the Material Management Civilian Supervisor/Leader of the Year Award 
  • Michael Francis, material manager, was awarded the Material Management Senior Civilian Manager of the Year Award 
  • Larry Belle, motor vehicle supervisor, was honored with the Vehicle/MHE Operator Civilian Supervisor/Leader of the Year Award 
  • Eric Carter and Barbara Davis, packaging team, were winners of the Paul D. Oliver Award for Packaging Excellence. The inaugural winners of this award were recognized for special packing instruction container reclamation, stewardship excellence and CPI initiatives.
