The 78th Civil Engineer Group is responsible with providing, operating, maintaining, restoring, and protecting the managed assets of the Robins infrastructure and facilities, including environmental stewardship, real estate management, comprehensive and space management, energy and utility systems, roads and grounds, military family housing, facility maintenance and repair in-house and by contract, fire emergency services, and readiness and emergency management services.

Provides effective and efficient lifecycle operation, maintenance, and repair of facilities and infrastructure; maintains and operates base wide civil engineer customer interface; manages service contracts for custodial services and grounds maintenance. |

Provides facility contract management, infrastructure and facility consultation services, and squadron technical support. Manages facility projects through the cradle-to-grave cycle: project planning with program development and approval; project design, contracting interface, construction contract execution, and data systems update at project closeout.

Provides management of natural infrastructure and real property assets to effectively execute the installation's mission, sustain quality of life, and optimize delivery of products and services. Responsible for planning, programming and implementing the installation's environmental protection programs at Robins. |

Provide fire and emergency services to prevent and minimize loss of life, property and environmental impact in periods of peace and war. These include both man-made and natural incidents requiring fire protection education, training, engineering support, rescue, Emergency Management System support, and Air Force emergency management response. |

Provides comprehensive expeditionary Readiness and Emergency Management mobility engineering, CBRN-Defense, disaster response planning and management, logistics, and training to enable AF warfighting and installation emergency response capabilities. |

Provides manpower/ personnel, administrative, and training support to sustain the Civil Engineer work force. In addition delivers comprehensive financial management to include executing financial policy, resource control, and funds distribution. |
