Colonel Patricia Ross is the Vice Commander, 78th Air Base Wing, Robins Air Force Base, Georgia. As the vice commander supporting Georgia's largest industrial complex, she trains, deploys, and redeploys over 6,500 Airmen in support of Air Expeditionary Force and combatant commander requirements. In addition, she provides facilities and equipment support for the base's 36 hosted units, including a major command headquarters and 6 wings on the 8,722-acre installation. She commands 4,600 personnel assigned to 3 groups, a communications directorate, an operations support squadron, a comptroller/contracting squadron, and 11 wing staff agencies. She is also directly responsible for all logistics, medical, civil engineering, security, and mission support functions. Moreover, she is responsible for the management of facilities and equipment valued at $3.5 billion and the execution of a $161.8 million operating budget. She is also responsible for the morale and welfare of 28,000 officers, Airmen, civilians, and family members.

Col Ross has served as a personnel analyst and in a myriad of manpower and personnel positions to include twice serving as NATO's Combined Director, C-1, for Personnel, Services and Administration in the Combined Air Operations Center for both Operations JOINT ENDEAVOR and DELIBERATE FORCE (Bosnia) and then during Operation ALLIED FORCE (Kosovo). She has commanded Detachment 3 of the United States Air Forces Europe Mission Support Squadron in Vicenza, Italy and the 509th Mission Support Squadron at Whiteman AFB, Missouri. She was Chief of Air Force Officer Professional Development, Headquarters Air Force in the Pentagon, Chief of the Manpower, Organization, Assignments and Senior Leader Division at U.S. Joint Forces Command and an SDE Fellow with the RAND Corporation. Her last assignment was as the Deputy Director for Manpower, Personnel and Services at HQ Air Force Reserve Command and as the Program Manager for Air Force Reserve Human Capital Transformation.
