Congress has enacted legislation that allows Department of Defense maintenance depots to enter into partnership agreements with commercial and defense-sector firms. Partnering permits depot maintenance activities to provide goods and services to the private sector, thus creating unique opportunities benefiting both the government and participating firms.
Within the Maintenance Wing we are equipped with over 1.2 million square feet in 12 hangars that allows us to perform maintenance on a variety of small, medium, and large-sized aircraft. In addition we have over 220,000 square feet of specialized corrosion control facilities. Specific capabilities exist in the areas of component repair, manufacturing, and sustainment engineering. Our electronics shops have over 700,000 square feet of secure and environmentally controlled rooms that include 12,000 square feet of clean rooms and 16 laser-safe firing rooms. There are nine anechoic/antenna ranges encompassing 20,000 square feet. We have 216,000 square feet dedicated to an Avionics Integrated Support Facility (AISF) for Software, which supports Operational Flight Program (OFP) sustainment test program set (TPS) development, generation and maintenance of software, support equipment software, and acquisition engineering.

Partnership
Depot maintenance partnerships combine the best of commercial processes and practices with extensive DoD maintenance capabilities. For DoD, partnerships can improve the utilization of depot facilities, equipment and personnel while sustaining essential core capabilities. Commercial partners can avoid investment in duplicative facilities, utilize a highly trained workforce, get access to process permits and capabilities, and quickly begin production. The goal of depot maintenance partnerships is to leverage innovative concepts of the private and public sectors to support the warfighter at best value for the DoD and the taxpayer.
Business Development
Robins Air Force Base is the largest industrial complex in Georgia and has emerged and continues to be the United States Air Force's primary heavy aircraft repair facility. It is situated on 8,435 acres and contains more than 14 million square feet of facilities. Robins has the largest aircraft runway in Georgia and is home of the Warner Robins Air Logistics Center, one of the Air Force's three air logistics centers.
Warner Robins Air Logistics Center 's, 402d Maintenance Wing, performs depot overhaul/repair of several weapon systems, including the F-15, C-5, C-130 and C-17 aircraft. Other areas include a state-of-the-art manufacturing and repair facility, a 16 acre avionics repair facility, and a software engineering facility that was the first software organization in the Department of Defense aviation community to receive Capability Maturity Model Integration (CMMI®) - Level 5 rating!! Our Physical Science Laboratory, equipped with the latest most advanced scientific instruments and equipment, and staffed with highly trained and skilled Chemists, Engineers, Metallurgists, and Technicians, includes chemical and metals analysis capabilities.

1. What is Partnering?
The Department of Defense operates 20 major depot maintenance activities that possess some of the most extensive repair, testing, and remanufacturing capabilities in the world. Congress has enacted legislation that allows DoD's maintenance depots to enter into partnership agreements with private-sector firms.
2. Which depot capabilities are covered by partnership agreements?
Manufacturing: fabrication of parts, assembly of components, and final assembly and painting of end-use items
Repair: diagnostics, refurbishment, overhaul and rebuild
Technical services: testing and analysis, repair-process design, and in-service engineering
3. What types of Partnering are there?
Arrangements for utilizing the capabilities of a depot maintenance activity can take numerous forms.
Teaming or work sharing - Work sharing incorporates a combination of depot and contractor facilities and employees to produce or repair weapons systems, equipment, and components.
Purchasing - Private-sector firms can purchase articles or services from DoD's depots. This applies to goods or services that end up in products sold to the U.S. government or friendly foreign governments.
Leasing - Private-sector firms can lease facilities at maintenance depots and install their own equipment, or they can lease facilities and depot-owned equipment. The leased facilities and equipment can then be used by private-sector firms to produce goods and services for either government or commercial customers.
Partnering agreements can even include bartering and "in-kind" arrangements. In addition, weapon system program offices may permit access by defense contractors to depot facilities and equipment as government-furnished property.
